Will that have an effect on people who applied for the k-1? I applied in Oct. I am waiting for my NO2.

You haven't yet applied for a k1, your fiance has petitioned to allow for you to apply for it.  USCIS will likely keep going as it is self funded.  People at the NVC or interview stage though would have an issue for the duration of the shut down.  They arent permanent, just temporary until the govt can a reach a decision.

@Domasorry about that! I meant to quote @Dijana99

Regarding interviews, I would really try not to worry (just as I said above). These shutdowns happen often and do not last long.

Any office of USCIS placed in a government federal building can not operate even though they are not under the US budget simply because the building itself will be shut

yes,  you will be affected along with all of us who get a government check

BUT, for those that are, it appears that the actually visa issuing and interview will be indefinitely delayed until the shutdown is over.

I asked my embassy about this as I have my interview the upcoming week, and unfortunately, they confirmed both visa interviews, as well as issuance and delivery of visas, will be impacted by the shutdown. :cry:I really hope they exaggerated to be on the safe side.

I wouldn't worry about it. They're barely processing July cases right now. You're months away from getting ajudicated so this will likely be resolved before they even touch August and September cases.

That really makes me feel better.... wait even longer :/

Do you have information on this? I have an interview in a few weeks and I was pretty calm until I read the prior post about consulates being shut down.

I simply stated what they told me after I specifically asked. I very much think it is not the case either, at least not immediately. Still, it worries me, at least until I have my visa in hand. You can make of that what you want. As I mentioned already, I guess they exaggerated, and dealing with USCIS I realized not all information official authorities give you are necessarily accurate, to say the least. But I am definitely not spreading rumors or fake news. Good luck on your journey.
