Form i130 Adjustment of status important questions!!

Question 61 a says

The beneficiary is in the United States and will apply for adjustment of status to that of a lawful permanent resident at the U.S. Citizenship and Immigration services (USCIS) office in: 

and then it asks for city/town and state.

 

Does this question only apply if the beneficiary is currently in the US?

What if the beneficiary is NOT in the US but wants to come to the US to apply for AOS once the i130 is approved? Is this possible??

 

Also if you pick a US embassy outside of the US for AOS on the i130, does that mean they CANNOT apply for AOS in the US if they come here and  the i130 is approved?

If the potential beneficiary isn't currently in the US then the question does not apply.

 

Someone would need to have a dual-intent visa to be able to have the intention to enter the US on a nonimmigrant visa and then to file for AoS without that being considered immigration fraud.
