I (US born citizen) recently moved to Hermosillo to be with my husband, a mexican citizen. Just until we figure everything out. We are married and I was curious about DCF. Does the US consulate in Hermosillo offer this?

The consulate general in Ciudad Juarez is the only one that handles immigrant visa applications. It does permit DCF, although typically you need 6 months of physical presence before you can file for it. Contact the consulate for details on eligibility for DCF.

Under what visa are you living in Mexico? Tourist? My recommendation is to get your Mexican residency card through your husband. This should only take 4-6 weeks and costs a few hundred dollars. The embassy in Juarez is pretty open to reviewing cases where you don't meet the exact requirements. When I talked to them it seemed that as long as you have your residency card then you're good.

I recently went through the DCF process in Mexico and wrote a guide for it: http://www.visajourney.com/wiki/index.php?title=DCF_Mexico

Note that Mexico has 3 USCIS field offices (Mexico City, Juarez, and Monterrey). The office that you file at depends on where you live. According to the Juarez USCIS website, Sonora falls within Juarez's jurisdiction: https://www.uscis.gov/about-us/find-uscis-office/international-offices/mexico-uscis-ciudad-juarez-field-office (top of page)

Hello again @jcon91, since you're in Cancun (if I remember correctly) you fall under the jurisdiction of the Mexico City field office. They prefer to be contacted by email, you can find that here: https://www.uscis.gov/about-us/find-uscis-office/international-offices/contact-us-uscis-mexico-city-field-office

You can find the information for each foreign USCIS field office (including each of the 3 based in Mexico), here https://www.uscis.gov/about-us/find-uscis-office/international-immigration-offices
