Me and my wife faced interview and filled all document together and they kept our passport for visa purpose at our country embassy, at that time they told us that september is the last month of fiscal year so if visa quota available they can provide me visa as i am the benificiary,but later i was not able to get visa saying that visas are running out, now my wife got green card also, then what would be the procedure to file petition for me so that i could enter earlier than other cases,suggest me please

new petition, new priority date. if you wife files for you since she is a GC holder, the petition will take 2 years

 

how did she get the GC and you didn't? did someone else file for her?

You can’t get a DV visa after the end of the fiscal year, so you have no more benefits from last year’s DV program and have to go through the normal process of a LPR sponsoring a spouse. There is no expediting or anything like that available to you. When visas run out or the fiscal year ends (or both as in your case), that’s the end of any available DV benefits.

There was a case I heard of where a family of 4 were told only 2 visas were available to them. At least they try get the principal a visa when visas start running out and then they can sponsor rest of family. Looks like a similar thing happened here.
