I know plenty of Dutch people, and have spent a lot of time in Netherlands, my cousin lives there and I have a good school friend from there, they’re not usually that defensive about totally objective statements like an IDL just being a translation, but whatever, not relevant.

And different immigration journeys have different paths, many people land with immediate green cards and without having to plan a wedding (nobody takes very long to open a bank account)  ...and still put it off. I’ve known some people who’ve only got theirs a year or two after immigrating, following a traffic stop and warning or fine...  Glad to know you’re more focused than they are, but not everyone is the same.

No doubt that different immigration journeys have different paths, but you can easily tell that Little_Vixen is doing the K1 visa process which my partner and I went through as well. That is nice that it did not take you  or your partner (whatever) a long time to open a bank account, but if you read threads you will see that some people struggle finding a bank that will accept them while they are waiting on a work permit or GC. 
Ah, Im not under stress because we have gotten through all of the to-do-lists. If you took a minute to see we are over a year out of immigrating. 
And yes, I think I can be "prickly" about lumping all immigrants in one batch that they are putting everything off. As you even said people immigrate here with all kinds of different reasons and when you get here with K1 you cannot do much.

Glad you figured out I am not Dutch :) Yes, being married to a very direct, blunt Dutchman has made me much more direct.

In Texas you can get car insurance without a Driver License

Just when you think you have TDS eradicate,  a new case shows up.

It really is very simple. As a visitor you are allowed to drive on a foreign license. As a resident you are not. Now here is where the confusion sets in. DMV may or may not few you as a visitor and not be willing to issues a license. Or they state you are a resident and go ahead and start the process.

If they are willing to issue a license, they have to run the check through the ICE system to make sure you are legally residing in the US. They need to select the document you provide and enter the number on it. Most DMV's don't do this often and a lot will tell you they only accept the EAD/AP. This is incorrect. an NOA-1, A valid I-94 and a bunch of other documents are also an option. They just need to find the right entry for them. In the end I got mine VA license on the bases of the NOA-1 of the adjustment of status process. Than renewed it on bases of the green-card. An international drivers license is useless and not even worth the paper its printed on. I got one and it was never accepted for anything. The Dutch license is EU format and has an English translation on it.

My licence actually doesn't have any translation on it. The old paper one did. The new credit card one does not.

It does say drivers license (at least mine does) as for the categories on the back. There is an official translation page somewhere on the web. Can't remember where though.

Regardless, the paper international ANWB one is useless. Don't bother with it.

In my experience, I found it frustrating to be in between a few different laws and legislations. I was told by police officers that I needed to change my license within 30 days of my residency (when I started living there), and yet the DMV would not give me a license. What I ended up doing, was confirming the law with the police department, and then took my immigration paperwork to the DMV. They gave me a temp license that I was able to renew until I had a document showing that I had status in the US for over 3 months.

Update. 

Decided to email the BMV, see responses:

 

Dear Sir, Madam,

I will be immigrating from the Netherlands to Perry County this fall (Tell City to be exact) on a K1 fiance visa. I wish to apply for my drivers license as soon as possible.

I understand that to apply for my license I need proof of being in the country legally. Will a copy of my K1 visa and a notification from the United States Citizenship and Immigration Services (USCIS) of having applied for my greencard be sufficient?

I also wish to know how long my Dutch drivers license will be valid?

Customers applying for a new Real ID driver's license or ID card will be required to present documentation proving: 

· Identity 

· Social Security number 

· Lawful status to be in the United States, and 

· Proof of residency 

Some examples of the required documentation include: 

· Identity document is an original or certified copy of a U.S. birth certificate or valid U.S. Passport. 

· Social Security number is verified by an original Social Security card or W-2 tax form. 

· Lawful status is proven by the U.S. birth certificate, U.S. passport, or U.S. immigration document. 

· Residency is proven by submission of two statements that include a bank statement, utility bill, credit card bill, or other computer-generated bill with applicant's name and address.

Once you become a resident, the BMV requires you to transfer your out-of-state driver's license to Indiana in order for you to continue driving legally in the state. You have 60 days from when you move to do this.

I am not entirely sure what you are meaning by being a resident. K1 Visa holders are stuck in limbo because they cannot work for a period of time until they get their EAD. My husband could not get his state driver's license until he got his EAD.  His EAD took 87 days which was over 60.
