At the interview, upon request. Many times the CO doesn't ask for this...the DS-160 contains the vast majority of information they consider. But they should be ready to present it if requested.

I am so so sorry that I am going to ask you one more question.  You have been very helpful.  A DS-160 is applying for a visa, however they have valid visas currently.  Do you mean to say their current tourist visa's will be revoked if I apply for their permanent residency?  Is that why I would need them to file for another DS-160.

The PoE as previously are the ones who determine entry.

Doesn't matter what you call it, it's what the law calls it that counts. Looking after children, even your grandchildren, is considered "work" and not permitted on a tourist visa. Of course they can visit the child, and do the odd thing to help you out like give the child a bath or something while you watch your favorite tv show. But a structured routine of care whilst you go to work is considered "work" and deprives a citizen or LPR of a job. That's why it's not permitted.

No. Their visas will remain valid. However, whether they will be admitted into the country is another matter. That will be determined at the POE when they arrive. I think the other poster thought they were applying for visas. At POE they must satisfy the CBP officer that they have no immigration intent. That's difficult - but not impossible - when a petition for an immigrant visa has been filed. 

 

Incidentakjy, you say they won't be coming here permanently but that's the whole point of a green card. It's not a deluxe version of a tourist visa to allow them to maintain residency overseas and visit the USA for extended periods. Green card holders must maintain their primary residency in the USA. They will also be subject to various rules and regulations concerning the IRS, etc. They risk not being let in if they spend too much time overseas for what is considered to be "normal" for someone whose main residence is the USA.

Whoops...I forgot they already had visas. haha Brain fart.

As others noted, it would be shown at POE, if requested by the CPB officer. On the plus side, they very likely would look at any such documentation. No need for a DS-160, and filing for permanent residency won't affect their current visa's validity.

A green card is not a super visa. JFH already summed up the main issues:

But just to add, if they don’t maintain the responsibilities of their green cards and get those taken away, it will be near impossible for them to get tourist visas after that as they'll have demonstrated obvious immigrant intent. Possibly different story if they voluntarily renounce them at some further stage, but they especially need to keep residence requirements and IRS obligations in mind.

I see, I am not sure if we should apply then.  Perhaps we will just hope that in 2020 they can apply for new tourist visa's.  Thank you :)

Thats okay :) !  As long as I am not being annoying with my questions!  Thank you that was my question entirely and you have answered it.

You all have given us a lot to think about and I am eternally grateful for your advice and the information.  I read through many uscis documents, FAQs and directions but nothing has been as informative and helpful as this thread.  Thank you all so much for your time!

Green Card holders MUST establish their PRIMARY residence in the US!  Green Cards are for LIVING in the US.  Attempting to use them as premium visitor visas is a misuse and abuse of the immigration system.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
