NOA2 being sent overseas or not

Timeline

Long story short.. 

 

My fiancé and I been waiting more than 7 months now for our NOA2. But he got deployed this week without notice.. His order state that he is coming back the 1st August (about 6months), so we just decided to keep on with the K1 visa and I will wait for him to come back to join him in the US. 

 

He is keeping his house of course while he is away and a neighbour can check his mailbox.. We are wondering if he should make the change of address on the USCIS website and put his overseas military base (PO) address or should he leave it like that ? 

I have heard that USCIS mail do have "not forwarding" option on their mail so the option about forwarding mails from the post office is on hold. 

 

Do they send NOA2 overseas ? 

 

I fear an RFE and if this happen he would need the hard copy in hands.. Any Advices are welcome

I'm sorry I don't have an answer, even though I think finding a way to send to the base address is usually better but don't those usually take 2 weeks after it reaches the US address (at least for japan it was that way) so what about a neighbor you trust checking it and sending it for you guys if it is an rfe? Because I believe you need to reply within 30 days.

 

also did you try calling uscis again? I can't believe they didn't let you expedite before.
