K1 Visa approval rate from 99% to 80%

This is incorrect. Past K-1 visa approval rates were never 99%.  They neglected to show the note next to asterisk for the K1 category:

https://travel.state.gov/content/dam/visas/Statistics/Non-Immigrant-Statistics/NIVWorkload/FY2016NIVWorkloadbyVisaCategory.pdf

"*K-1 visas are more similar to an immigrant visa. As such, they are pre-processed in the immigrant operating system then moved to the nonimmigrant operating system once a case has been deemed eligible for visa issuance. The K-1 data previously published on this site reflected adjudications only taken after that transfer had been made – thus it provided data from only one operating system (the nonimmigrant visa system). This was consistent with the data for the other nonimmigrant visas, which are only processed in that system. The current K-1 data reflects processing actions which occurred in both operating systems"

Basically, previous versions of this report only represented K-1s that were approved by the IV unit but then refused by the NIV unit (which is exceedingly rare). This was changed and they now include refusals by either the IV or NIV units for any reason in the statistics.

The thing is, this changed several years ago. So not only are they wrong, but it seems like scare-mongering since this is a 2017 based report.

Edit: For reference, here are the other reports by year so others can see similar rates.

Great insight as always! Thanks for the clarification!
