I am in a process of bringing my parents to US. The I-131 has been approved and now waiting for a communication for NVC. My parents will attend interview at the US Embassy in Mumbai/India  I have a couple of questions related to the interview. 

1. Does anyone know if Police Clearance Certificate or Police Certificate is required? If yes, where do obtain that? Collector's office? Court? Police station?

2. My father is deaf, he will not be able to answer questions. Will embassy make an exception? Can we request some alternatives when we start the NVC Process?

Everyone 16 and over applying for a green card from outside the US requires a police certificate. Instructions for India here https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/India.html

 

The embassy will be able to accommodate disabilities, there should be instructions re how to notify them of what is needed with the interview letter when they get it.
