Agreed. The only contact my husband has had with USCIS since coming into the country has been for biometrics. Last person to talk to him from USCIS was in Sept 2015 for K-1 visa.

 

no Aos interview, no ROC biometrics, no ROC interview. 

 

Believe it it or not, sometimes USCIS says things to cover themselves from legal action in the future or to make it look like things are moving (such as the mass biometrics waiver of Feb 2019) or so they don’t have to deal with us (saying average processing times are months past the actual processing times so they can just respond with “your case is within normal processing time” instead of having to actually find out why your case is taking so long.)

 

its the same as my apartment analogy. My apartment tells EVERYONE they are going to inspect everyone’s apartment. But in reality they inspect less than 20% of the total apartments in the complex, and out of those 20%, 12% of them are ones they just wanted to legally gain access too without looking suspicious or opening themselves up to any legal questions. Those 12% are targeted and the other 8% of apartments checked are just there to say they didn’t check only the suspicious ones.

Agreed, time will tell if they indeed up the ROC interview ratios - people having filed Dec 2018 or after will generally have at leas 6-12 months more to wait until the majority of them see movement on their cases.

 

Thus far, most cases still have no interview - whatever the USCIS policy says. This has been the case since I joined these boards in 2015, but of course, changes to immigration are happening, albeit slowly.

 

In the interest of filers, I do hope they don't interview everyone, they have no resources to adjudicate ROC in a timely manner (my case took 15 months and that was on the short end of the scale) without interviews, let alone with interviews.

Oct. 2019 Update - no noticeable change in interviews. Some cases filed after Dec. 2018 have been adjudicated now, included most w/o an interview still.

Dec 2018 filer for ROC.   We just got told we are being called for interview.   

 

Seems like this 'might' be affecting things.
