Not necessarily, but you will need to request a waiver for filing a second I-129F within two years of a previous approved petition if you petition before two years have expired from the filing date of the approved petition.

You can always get married and go CR-1 to avoid this

How long would it take before I know if the waiver was accepted? And i did consider getting married in the Philippines and applying for a cr1. What is my best option?

You won't know until they approve the petition.

In this case it may make sense to give serious consideration to CR1 just to eliminate the uncertainty even though I believe that you will get a waiver unless you are a felon or sex offender

YMMV

In my experience, I haven't seen issues with waivers, as payxibka mentioned.  I've received a waiver in the past.  You won't know until NOA2 time (so a long wait before you know for sure) but it had no impact as far as I can tell and was approved.  If you have legal issues in your past I know it can be a problem, otherwise I haven't seen any evidence that waivers were an issue.
