My question is when my husband become a US citizen, will he be able to bring his mom along with his sister? His sister has Down syndrome  and she is over 21. I will like to know is there a way for her to come with his mom.

  The way for them to come together is for him to file for the sibling, then in 15 or more years , file for the mother and they will get visas at the same time.  Otherwise there is no way they will get a visa at the same time.  Parents are about a year, siblings take over 15 years.  Children do not come "for free"  with the petition for a parent.

 

This will not be over quickly. You will not enjoy this.

Agreed - no option to really come together anytime soon.

 

Option 1) Come together

Apply for the sister now and wait ~15 years (if the F4 category is still around by then). Apply for the mother ~1 year (or whatever the current processing time is at the time) before her PD is current.

 

Option 2) Come separately

Apply for the mother now. ETA: ~1 year.

Then once she comes, she can petition for the child. ETA: ~7-10 years after the mother becomes a green card holder.

The child must remain unmarried (unless the mother becomes a USC first).
