Your general point is correct (that OP is making a mountain out of a no-hill), but this specific point is, respectfully, incorrect. In assessing whether you are a person of good moral character, USCIS may examine your behavior years before you obtained permanent residency.

Shouldn't they have already done that back when he was applying for fiance visa? Shouldn't the no trace police report be enough?

As long as it was a kitty and not a #####............... cat you should be fine!!  Sorry couldn't resist that.  If there is no trace he is fine. I think you are overthinking it all. Let's put it this way, your husbands name may have been taken to cross check if he wasn't one of the criminals around that particular area, but the police man is hardly going to make a report that a man was seen stroking a kitty, imagine how much he would be laughed at, at the police station?   I would not mention any of this as this is NOTHING to mention.  Your husband is not a criminal, in fact he is just a kind guy looking after a stray cat.
