I think you just outlined why you got denied. Add the issues that I think are verboten to be talked about on this site regarding Pakistan...and you can see why.

Best bet will be for her to move to you.

Can anyone tell me that how to contact Consulate because i want to know the reason of denial

You’ll most likely get a letter in the mail with the denial reason. But from what you posted it seems pretty clear why. You have a huge age difference and you haven’t met in person that many times. You’re probably gonna need to go back there to meet a few more times to prove it’s real. The good thing about CR1 is you can appeal. You need to consult with a lawyer, find out the real reason you got denied, not just people’s opinions and speculations. Once you know what the reason is, you can fix it and appeal.

Our case was returned to NVC on the 4th.   In the morning the date updated to the 4th (we had several updates) but within a few hours it changed to RETURNED TO NVC it never said refused.  The embassy is very bias any red flags cause for scrutiny.  My husband and I don't have much of an age difference but we also met online and had three visits before the interview.  We also have different cultures.  I did however get married in Pakistan with his family and celebrated for days with family and friends.  We had proof of all this but the CO's called them all lairs that only wanted to benefit from my US status.   They also said he endangered my life for bringing me to Quetta..so therefore your wife not coming to Pakistan may not have made any difference.  It's really hard to say right now we just have to wait to hear from USCIS so we can send a rebuttal.  In the meantime make more trips and keep building your evidence.

Good luck!

It can be, seems to depend on the Consulate involved.
