My previous employer had applied L1 petition in July2010. Now I am applying B1 visa.

In DS 160 form, there is a question about immigration petition as mention below :

Has anyone ever filed an immigrant petition on your behalf with the United States Citizenship and Immigration Services?

 I should answer "Yes" OR "NO"

 

Just for info, I have already provide detail about my L1 petition on previous question  as it was not granted -  "Have you ever been refused a U.S. Visa, or been refused admission to the United States, or withdrawn your application for admission at the port of entry?"

 

Please guide me.

L1 is not an immigrant visa, so no.

Why was the L not granted?

The L1 visa was not granted with remark "your application has been kept pending under section 221(g) of immigration and nationality act. The consular officer did not find your application for blanket L1 visa status clearly approvable.

That implies they were waiting for further information or documents to make a final decision, did you never provide those?
