Did you try to look at the USCIS website?

According to the USCIS it is the Phoenix Lockbox

USCIS
P.O. Box 21281
Phoenix, AZ 85036

YMMV

Where to file depends on the status of person in the USA  https://www.uscis.gov/i-765-addresses

a)(8) Admitted as citizen of Micronesia, the Marshall Islands, or Palau USCIS Phoenix or Dallas Lockbox, based on where you live (Go to the USCIS Phoenix and Dallas Lockbox facilities chart for the address)

Very cool agreement between the USA and Palauan

US has pledge protection of Palau for 50 years.  If I remember Palau is one of the youngest nations in the world.

Native blood Palau can join the US Military as well.
