Hello, I have filed for I-129F last August of 2017 but decided to withdraw the petition. We broke up because the fiance cheated. Received NO1, sent a withdrawal letter after a month. I received the letter from USCIS a week after saying the petition has been withdrawn. Question is, would this affect my future petition? How long should I wait until I can petition someone? Do I need to put this on my future I-129F form on the section that says has the petitioner filed before even though I haven't received NO2 yet?

Yes.  The question is filed petitions and not approved petitions,  you will need to list this as a previously filed petition.

I was about to list the current rules regarding a multiple filer waiver, but then stopped because that's not really needed. Once you're ready to file, then look into the instructions and process at that time. Pointing you at the current rules won't help you as they may change by the time you're ready to file again.

You can petition somebody else once you are engaged, met at least once within the past 2 years, and ready to start the process. There's no minimum time, but obviously it will look odd having a short break between petitions.

The rules are whether you need to request a waiver or not.

You must request a waiver of the International Marriage Broker Regulation Act (IMBRA) filing limitations if:

1. You are filing this petition on behalf of your fiancé(e) and you previously filed Form I-129Fs on behalf of two or more fiancé(e) beneficiaries; or

2. You are filing this petition on behalf of your fiancé(e), you have previously had a Form I-129F approved, and less than two years have passed since the filing date of your previously approved petition.

YMMV
