The average length for a case to be transferred to NVC is approx. 30 days. We're 3 weeks in, so close!

It took only one week for me and nvc received my case

best of luck

I was finally approved! It was apparently approved on Aug 21, but my case status online was still showing "Case Was Received".

I'm a little bit confused about the guide listed here: http://www.visajourney.com/content/i130guide1

"A few weeks after you have received your last Notice of Action indicating the approval and forwarding of your I-130 application to the NVC, the NVC will send your relative a packet of forms that you and your relative must fill out before your relative can be given an interview date with a consulate abroad. The packet will likely contain instructions to fill out the DS-261 and DS-260 online forms, by the intending immigrant. An I-864 form is also included that must be filled out by the petitioner (living in the US)."

Since the package was sent to me in Malaysia, how does my US Citizen petitioner fill out the I-864? Does she have to fill it out and send it to me in Malaysia? Or does she send it to the NVC? What about the stuff I have to fill out? Do I send it to the NVC or the Consulate?

I doubt any package has been sent to Malaysia just yet, and I doubt you have gotten that far in your process just yet. Now that you've been approved, you'll have to wait until NVC provides your case number and invoice number, and instructs you to complete a series of tasks which will include choosing an agent,  pay AOS fee, submitting Beneficiary civic documents, submitting Petitioner I-864 including supporting documents, filling visa forms etc etc. Since you've been approved I will advice you to be more proactive in calling NVC about your case/process always...again....ALWAYS. Make sure they have both your email and beneficiary email on file because that's how they will communicate with you the easiest. Check the link below for the NVC process and Congratulations on being approved; you are half way there to bringing your spouse to the USA.
