Would you not just get a CENOMAR ?  The legal capacity to marry from the US Embassy is for someone who is not capable of getting a CENOMAR

It says there that all US citizens should apply for legal capacity to marry.. but it didnt say to those who are dual citizenship..

You are over thinking this...  You are trying to comply with Philippines law, you accomplish this with your CENOMAR.  The US doesn't give a ratsass and they only do the notarization of the affidavit in lieu as a courtesy to the US citizens so they comply
