Esta Revoked - should I rent a flat before reapplying?

If traveling under ESTA you HAVE TO HAVE a return flight within 90 days or a flight out of the US to somewhere not Mexico or Canada (or the Carribean). It is that simple. They won't let you board. Period. There is no mysterious story behind this. 

 

I would assume that after they denied him boarding due to a missing flight out of the US within 90 days, ESTA got revoked due to this fact. 

 

He could have booked a flight to South America within those 90 days while checking in and probably would have been ok as long as ticket got issued before the boarding where they checked his papers.  This is plain and simple a case of not knowing the rules.

But that's the point we have been making. It's perfectly possible that the airline denied him boarding. You can be denied boarding for something a lot less severe than no visa. You can be denied boarding just because the check-in agent didn't like your attitude and claims to have felt "threatened". But the airline absolutely cannot revoke a visa or ESTA. Only US government employees in the right capacity can do that. So ... he must have encountered someone from that authority in order for the ESTA to be revoked. A denied boarding is just that. The airline thanks you for your donation to their pension fund/Christmas party expenses, there is no refund on your ticket and you are sent on your way as if the whole thing never happened. Check-in remarks are added to the PNR so that anyone who has cause to access the record (customer service department, for example, if the passenger subsequently submits a complaint) knows what happened. 

 

The question here is whether he was denied boarding by the airline or whether he got as far as presenting himself for inspection at the border.

Certainly did happen to me at Terminal 3, maybe a temporary situation. Checked with my Brother who has travelled more recently and he has not come across this.
