It seems to be you have applied for K1 visa.... Best option is get married and apply I130 immigration based on family case.

Ok so do I have to go through the whole process from beginning again and wait for one year more to be approved from uscis and all the process

Before rushing off to get married, it would be helpful to understand the reason for your denial so you can better prepare yourself for the next petition and try to avoid the same result

Getting married and applying for a CR1 visa would be a better option in the future

The embassy will send your passport back and important documents. Are you working with a congressman or senator? Maybe they can email the embassy to find out why your case was refused. Most of the time it's because they don't believe the relationship is real. They believe you are just trying to get a visa to come to the United States. They may not say why they denied the visa but it's worth a try.

I have read it's not denied yet they will return it to uscis and then uscis will decide to revoke and send it to the petitioner or reaffirm and send it back to embassy . Do you think that correct so?

USCIS  will review your case. If they don' agree with the embassy it will be sent back to the embassy for you to have another interview.
