Hi, I am a Green card holder temporarily residing in South Korea. I heard I am eligible for evacuation if North Korea attacks, but the US embassy website does not offer this option. How can I sign up for evacuation? Thanks

first of all, the Green card is for living in the US, if you have been living for a long time there, you probably lost your residency

if you are visiting then you should return. the green card is not to be used as a tourist visa, you have to live in the US, if you don't want to live here, then surrender your GC and get a tourist visa to visit

you can't have both. how long have you been there?

As a non-USC, DOS does not have any specific programs for you. You would need to reach out to your country/countries of citizenship for their plans if such an event occurs.

It's possible DOS will provide assistance to some LPRs in some situations, but there are no specifics at this time as there is no evacuation nor (public) evacuation plan.

"What about my family and friends who are not U.S. citizens? Will you help them depart the country?

During a crisis, our priority is assisting U.S. citizens.  You should not expect to bring friends or relatives who are not U.S. citizens on U.S. government chartered or non-commercial transportation.  Exceptions may be made to accommodate special family circumstances, such as when the spouse of a U.S. citizen is a legal permanent resident, or "green card" holder; however, it is the non-U.S. citizen's responsibility to be sure he or she has appropriate travel documentation for the destination location.  Any services provided to non-U.S. citizens are on a space-available basis after U.S. citizens are accommodated."

STEP (https://step.state.gov/) is available to register a trip with DOS so they can reach you if needed, but 1) is only for USCs and 2) is only to get alerts and hope they reach you (whereas for an actual severe event, one would best reach out to the appropriate contact point instead).
