Airlines often don't have direct flights from one country to all Ports of Entry.    So no, the POE can be anywhere that is US territory,  including Guam if the person wants.  No restrictions at all.  The only time I've heard of people having trouble is if they tell CBP that they are going to visit cousins from there or something.  If you fly in together, continuing on vacation and not straight home is fine too.
