Why from the Philippines? There are plenty of qualified carers here already.

As pairs have no formal training in nursing or care. They are babysitters and help out with domestic chores.

Home Health Aides are not skilled workers either.  In my neck of the woods a one week course in BLS & CPR is all that is needed.

 

Importation of unskilled workers has no chance of success

But the OP is looking for someone to care for him/her. Sounds like more than just a home health aide. Sounds to me like they are looking for a nurse.

Yes, I'm suspecting it's the oldest trick in the book - bypass family immigration wait times by bringing sister/mother/brother here as an "employee".
