Please can you post the link where you got the info? My take is since the Nigerian police force Is same institution  all over the country, it is only reasonable to get a permit from the police post where you reside cos that is where you find the crime record that is if the motive behind the document is for checking if an individual has a criminal record.

No, I was in the USA but it still took almost a full 2 weeks to receive it.

They don't send emails for NOA2, they send mails. I had to call them to update their site after I got my NOA2 in the mail. Sometimes, they just forget about that and fortunately I used the opportunity to push them to send my documents to NVC. Later that night, I checked their site and it was updated to "Sent to NVC"

They do email NOA2 but you have to submit G-1145 form with your initial I-130 application

FYI...IRS website  will be unavailable from approximately 1 a.m. Eastern time on Monday, Jan. 1, 2018, until approximately 7 a.m. Eastern time on Monday, Jan. 8, 2018, due to planned maintenance.

You need to do following to verify your payment. Logged into your payment portal and then select "Fees" Tab from top middle, what does it shows? it should show either "in progress" or "PAID"

How did you pay? did you use US Bank Account? Can you also check your US bank online statement to see if it shows that money was deducted from your account? if it was deducted , then wait 1-2 days and if it doesn't get fixed by then, call NVC to check what is going on.

I’ve never called but the receipt the civil documents on November 13th and I received the email about case complete December 25th.
