You have to get the certificate from your country or inquire from your embassy in Riyadh.

What do you need this for?  There does not appear to be such a document  is Saudi

What country are you from?

 

The no marriage certificate will be needed when you have your K1 visa interview at the US Embassy.

Then you have to ask someone to get a certificate for you in Pakistan or go to the Pakistani Embassy in Saudi to ask how to get the certificate.

Did you check the Embassy website?  There is no reference to this type of document being a requirement.

 

Philippines is the only place I am aware this is required

It's required in Morocco too.
