USCIS wasted my 3 months

First of all, they have sent me the Stupid RFE on 26/09/17 for my wife's birth certificate even though she had submitted the passport copy and also the birth certificate.

After I sent another copy of it on 05/10/2017.They approved the I-130 on 30/10/2017.

I received the letter that they have approved it and the case has been forwarded to NVC.

Surprise Surprise Surprise NVC never received it and uscis were not responding, at last, the NVC guys just contacted the USCIS with that letter they have sent me.

So USCIS on 13/12/2017 sent the case and i got an email that they are forwarding it.

On 18/12/2017 NVC does say that they have received it and they are gonna process it in 4 weeks.

The only thing I want to say is they had not sent it on time i had to make hundreds of calls just to get things done and my wasted time??

I got approval on Nov 1st yet the case is not at NVC.
