You must have legal residence (generally...few exceptions apply), although you do not need to have permanent residency.

He is a legal resident of KSA.

Yes. We will see each other in March (God willing) and we are planning something in August and I will probably file when I return from Morocco after that.That’s the plan for right now. Of course things are subject to change.
