I think if she is receiving unemployed insurance and it meets the income level then yes. I doubt this will apply to them.

I live in a special place, but they've actually had to close some of the fast food restaurants for random days in the week here because they don't have enough employees.  They try and recruit people in the FB buy/sell, take out radio ads, etc.  You get the picture.  Most McDonald's are franchises, rather than corporate, so they do their own hiring. No problem for a lot of businesses in the area if you'd got a felony, are on the sex offender list, or whatever else.  If you are breathing... you've got a job.

 

In CT, in particular, my recollection is that the McDonald's restaurants even had large hiring bonuses because it was so hard to find workers.  We've got a labor shortage in ND/MN, CT has more the issue that these places don't even pay 1/3 of a living wage.  OP's wife might need to increase her search radius of jobs, but there is almost assuredly a job in retail or the like somewhere in the state.   The greater issue is probably that Connecticut's economy is dying... and they'd be better off taking any savings and moving somewhere better especially with the tax code changes, but whatever, that's their choice.

 

In any case, it seems that OP is more interested in a way around the rules, rather than finding an employment based solution.
