Timeline

I was denied under 221g in Ghana embassy in July 2016, till date I do not know the reason for the denial. 

I want to know if it's possible to start the process all over again. I love my husband and we are not ever ready to let go of each other even though it's becoming tougher and tougher everyday...we've been married for 4 years.

Timeline

That seems a bit weird that you did not get any documentation which states reason for denial. If you reapply and have not fixed the issue that lead to your denial then you will be denied once again.

I’m sorry you were denied. I was actually denied the first time I filed. It took them 15 months to send my the NOIR. Had I known it would have taken over a year to receive a document full of lies I would have repetitioned the day we were denied. Back two years ago we (the spouses) were allowed in the embassy and I heard every question the woman asked my husband. He answered them all. She advised him that we needed a co sponsor and assigned him to come back in a month with a cosponsor. One month later he went back with the co sponsor info. After sitting 4 hours the woman called him back up to the window and denied him on that bogus 221g... the form gave zero reasons as to why he was denied. I had reached out to my senators office to get a reason that took abt a month to get a response. They told them that they deemed our marriage was a sham. No reason, no methodology, nothing. After 15 months I received a letter from the USCIS with a laundry list of erroneous accusations. The CO stated my husband couldn’t answer questions about my college life. (Mind u I was there and she never asked one question abt my college life).. it said that none of our family was at our wedding. (Which was a life, I even submitted affidavits from all who attended)... Also she felt like we married just so he could evade immigration laws... 😐 so all and all we were denied because she could deny us.  Not to mention I later found out that US and GHANAIAN workers were selling visas for 10k a pop! Anymuch, I said all that to say this. A lot of people will tell you to wait on the NOIR, or NOID. I will tell you not to waste a year of your life to combat lies. Reapply, be extremely organized offer my assistance to you if you would like. But don’t sit around and wait on these government workers. They give zero cares about if you are ever with ur spouse! The key is learning the system and being organized... one love!

won appeal

appeal said marriage was bona fida and reapply

"said i liked to read but did not know what books / he told them i research for my mom's books online and read there"

"said he would turn me to Islam / my marriage documents in morocco said i was muslim already"

that was it out of over 200 questions

Why would you want to start the procedure all over again if you don't know exactly why you were denied the first time??? If this was a denied K-1, I would understand, but restarting the process now would be premature in my opinion.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

She already waited over a year. Their case was denied JULY 2016.

Get your senator involved to request a NOIR from USCIS so you can move forward.
The reason may be ridiculous unfound accusations but you can't be 100% sure. There have been valid reasons of visa refusals 
and you should be sure what they are first. If it is a valid reason and you have not overcome it in your second filing then you will be denied
again and then you still have to wait for the NOIR all over again.
I recommend frequent visits to Ghana or a lengthy stay until your case moves forward again.
Unfortunately returned petitions aren't a priority for the agencies but getting a senator on it may cause them to shake the dust 
of your case and start working on it again.
All reasons (lies and truth) for refusal must be addressed in detail to overcome their findings.

Biometrics : June 1, 2015 letter received for appointment June 8, 2015, successful walk-in June 1, 2015

RFE : June 12, 2015 for income not meeting guideline. Income does ( ! ) exceed guideline.

RFE response : June 26, 2015 returned with a boat load full of financial evidence.

UPDATE: July 5, 2015 updated on all 3 cases, RFE received June 30, 2015.

Service request : Aug 12, 2015, letter received that it will be processed within 90 days from receipt of RFE.

UPDATE: Aug 24, 2015, EAD card being produced/ordered. ( 102 days from AOS receipt day and 55 days from RFE response received.) Thank you Jesus !

EAD/AP (renewal) approval Aug 22, 2016, NOA2 received Aug 25, 2016

Renewal EAD in production notification text and online, expedite successful 4 days after RFE request response was faxed, Aug25mailed,Aug29received.

Sept. 21 Interview, 2 hour interview, we were separated and asked about 50 questions each for an hour each. IO was firm but professional, some smiles.
Several service requests made, contacted Senator and Ombudsman. Background checks still pending.
July 21, 2017 HOME VISIT.  Went well. Topic thread in AOS forum.
Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.
