So I literally just got engaged on Christmas with my Ukrainian fiance in Prague. I have already been working on my visa applications F-129 and such. One of the requirements for the process is a copy of her birth certificate. She tells me the government takes their birth certificate when they get their passport.  So does this overrule getting a copy of the birth certificate or does she have to get it back from them somehow? Any shed some light on this?

I second that the Ukrainian government doesn't take birth certificates. If they do, they return it back. Everyone should have it or can obtain a second copy. It is the same original. It will be just specified on it that it is issued second time. Something like that.

Well that sucks. Why would they not give it back to her? And she is convinced this is standard practice as well. Is it easy enough to get a copy? How long will that take?  Mannnnnn....

If she is convinced this is a standard practice, I'm sorry to suspect that but maybe she is lying to you? I have never seen an adult person from post Soviet country that doesn't know that your birth certificate is yours forever just like in any other country. Like in the states you present it to get your first passport but then you get all your docs back together with the passport. It is easy and not a problem to get a birth certificate again if it is lost or old and you want to get an updated version. It is not going to be a copy but rather a second issue
