That wording means they are returning the petition to USCIS with the recommendation to revoke. This can only occur if they believe that the petition is invalid... aka there is not a bona fide relationship between the petitioner and beneficiary (or if there's another reason that the petition is invalid, such as not actually being free to marry from the time it was filed onward).

USCIS will not review the petition, so that "recommendation" to revoke won't occur. Current USCIS policy is to let it sit until it expires.

don't wait for any response from USCIS about your case/ never got one from 2009 K1 interview as Casa embassy does not give reasons just the white 221g

2 options

reapply k1 (most K1's are denied in Morocco)

or  marry in Morocco

the USC needs several visits to get this approved

i was there a month 2009 to meet in person and get to know his family

2 months march and april 2010 to marry

1 month of November 2010 for a honeymoon and EID

3 months July, August and September 2011

3 more months

approved July 2015

face time in Morocco

approval of the moroccan especially the mother is important and you may need to prove this

photos of USC and moroccan family not just USC and financee

casa will ask about having children as they feel very important to muslim

long term plans for future" like will u study or work in US "  is important / if you can not tell casa about your plans for living in US,  they assume no future for u (bluntly put but that is it)

any more information u need write me personal and i will give you my whats app for helping

Morocco is a high fraud embassy . They sent your application back to uscis because the officer didn’t believe your relationship  was bonafied . The best route to take after this is marry him take more trips to morocco and sponsor him as a husband .

This is going to be a difficult path for you both.  Since your fiance route is dead, your best and only route to living in the US is through a CR-1. Forget Even thinking about a visitor visa to the US.  That option is gone, too. The CR-1 route will require a lot of time spent together after marriage along with other evidence of a bona fide marriage like co-mingled finances, etc.  Living somewhere outside the US until you have enough bona fide marriage evidence might be the best route.....

Just my opinion.

I am sorry there isn't an easy answer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You are from Morocco.. Not surprised!!! Every k1 is getting denied.. expect a long and hard journey, and you will need to get married in Morocco and apply for a cr1

Good luck.

Not so, I have seen K1's approved.

Reasons why it didn’t get approved . Age difference and cultural difference . You have to prove them by getting married that the relationship is real and have her take many trips to morocco and spend plenty of time there with you and your family have pictures with your family and friends and take many pictures together and save all your Skype conversations and Facebook , Instagram status . Good luck

mostly when the 2 are both muslims (but not in our case as i was)

and when the woman is still of child bearing age

and when the man is moroccan and came here before and is sending for his gf ( but one of these CR1's even a moroccan married to moroccan was denied)

and when the American is very rich

they approve only because they can not deny 100%

and morocco does have the corruption

Exactly, lots of examples, and corruption is a big problem.
