I don't think so.  Last sentence:  "her visa she got so when working on cruise ship if came to us port "

YMMV

Nowhere does he indicate she plans to take an on-board position to come visit him, in fact he states she is not working and wants to know if she can use this visa to come visit him, presumably while not working using other means of travel to the US than working on a ship. The last line in his statement simply describes how she obtained the c1 / d visa and what it was intended for by her employer.

You forgot to highlight the last sentence

Ohh dear

She had a C/D for work

She no longer is working

She wants to visit

C/D is irrelevant.

The C/D visa can only be used if she obtains or resumes employment and is using the visa in conjunction with that. It cannot be used in place of a tourist visa.

...it's not the best English, but it seemed pretty clear to me.

Why not just go visit her in the Philippines? There are certainly worse places in the world (well ok, assuming you go beyond Manila).

Best of luck with all that...you might want to update your timeline.  Says K3 out of Juarez consulate?  An up-to-date timeline will help ensure you get the best, most relevant, advice.

That's because in June of this year he brought a wife here from Mexico. Now 6 months later he has a girlfriend in the Philippines. No wonder he's reluctant to do a K-1! His wife might not like the addition to the household.

The plot thickens...

OP,  is there anything you forgot to mention?

Hmmmm

Not sure what the visa category is for that.
