Police clearance report for foreign nationals outside india

I have my interview for K1 Visa scheduled for 11th jan, they require me to submit PCC Police clearance certificate from countries I have resided for more than 6 months. I am a Maldivian National but studied in India for 17 years, but currently moved back to Maldives since 5 years. I went to the Indian embassy and they first told me they will not give me one, later they asked me to bring the letter from USA embassy, once I got the interview letter (a month before the interview) I took the letter to embassy with all my documents (schools certificates, degree certificates, PCC from Maldives, etc) I gave it to them and they charged me some money and was willing to only provide me with a receipt of the payment !!! #######!?! I fought with them and managed to make them agree to write a letter of receiving my application, which they agreed but said that the process would take maybe 2-3 months. He also basically just told me, he doesn’t care if I am in a hurry or not, what is wrong with me for requesting the letter, even if the letter says interview is on the 11th, he can’t do anything. I also read somewhere that Indian govt does not give PCC to foreign nationals outside of India, however this official at the Indian embassy at Maldives was very keen that I pay him and he would get it to me within 2-3 months !!! .. what do I do , please help
