I was more concerned about the trip there, not so much about getting them into the country.  It appears as if my relative is about sell out and move to Philippines, and is taking his two smaller dogs with them. 

 

I have read some horror stories about transporting them via cargo.  

 

I was wondering if you buy them a ticket can they sit on the plane seat and be used as service dogs?  Or do they still have to sit in front of you in the plane?

ADA - Americans with Disability Act     A person must first have a disability for them to meet the requirement of a service dog.

 

Q2. What does "do work or perform tasks" mean?

A. The dog must be trained to take a specific action when needed to assist the person with a disability

 

As for traveling on an airplane with a Service Dog that is regulated by The Air Carrier Access Act
