no you are an adult

if you were a minor under 18 he would, but you are an adult so you have to do it yourself and prove that your qualify for derived citizenship

I got my green card in 2001age 14 which I assume is when I became a Citizen

A Green Card is not US Citizenship. Did you apply for Naturalization to become a citizen? If so you should have received a certificate proving you are  a citizen.

05-18-2022: Filed N-400 online. Received online NOA and Biometrics re-use.

06-03-2022: Interview scheduled (online notice).

06-10-2022: Interview letter received via USPS.

07-11-2022: Naturalization Interview

My dad lives 9 hrs away and I'm trying to apply to get my passport I have an expired green card but he became a US Citizen in 1998 when I was 11 I got my green card in 2001age 14 which I assume is when I became a Citizen my question is can he apply for my passport if he has all the documents?

You derived your citizenship from your dad once you got your green card. But due to your age now you have to apply for your own passport, your dad cannot.

I have a copy of his Naturalization certificate can I send that or does it have to be the original?

It has to be original or a certified copy. Which your dad can get the certified copy if he goes to USCIS office.
