The amount of photos CO's like to see is very embassy specific. Though you get away with showing just a few pics in many Euro countries and Canada,
DR is a tough embassy and you should get over your photo avoidance and bring plenty with family, at landmarks, special events etc. besides other
evidence mentioned here.
Paint a picture, tell a story with all the evidence, let the photos high light all of your trips and growth of the relationship.
First time we were denied after 16 months of AP.
Second time we had a different CO and were approved, the CO said "I can really see the true love between you in your photos."
I made 5 trips and categorized all photos into each trip with a total of almost 150. The baggies I placed them in had the dates of the trips, the back
of the photos had location / event / names etc.
12 is too meager for the DR. Get the pics taken on your new trip !

So I met my fiancé four years ago in the Dominican Republic . At that time I did not know we were gonna become engaged four years later. I hate taking pictures I never thought to take pictures of all of our times together, I probably have about 12 pictures altogether . I do however have boarding passes, passport stamps, hotel confirmations, what's up conversations, video chat logs and call logs. I have a statement from my mother confirming the relationship  and a screenshot of the video chatting. I have facebook posts, western union receipts. I'm going back down there in 38 days and I feel like I'm going to have to take pictures every moment of our time together. Can anyone tell me how important a lot of pictures actually is.

Pictures are a critical part of the application process.  I hate taking pictures too but this is part of showing evidence of a "real" relationship.  Also take pictures with the family of your fiancé.  You will need to send in pictures with your petition and during the interview at the embassy.

You don't need the BC either.  That comes at the embassy phase

Unless they’ve changed the rules since May of this year, copies and translations of both birth certificates are required at the USCIS stage. And all forms need to be signed and mailed to petitioner to mail to USCIS. That includes letter of intent as well. At the interview stage, you bring a copy of the entire 129 f packet plus a new and signed letter of intent with a new date.

Logic would tell you that a BC should be required.  However, nowhere in the instructions does it request it that I can find

YMMV

They did on mine. It was very clear what documents we needed to send.

Nowhere in the package is a wet signature of the beneficiary required.

did this change recently?  because i know for sure wet signatures were required from both members of the relationship before.

I had the same issue when we filed for our child's CRBA. My husband hates photos and we hardly have any. We weren't married yet when we filed the application so the embassy asked for additional photos as evidence. I submitted a written explanation of our relationship along with screenshots of our WhatsApp conversations for the whole year. Lol. It worked, so I'm pretty sure you are good with what you have.

My first  129-f (with same fiance) was approved with just one picture together.  K-1 was issued also with one picture.  My fiance had to go back early on due to family emergency, long story.  She came to the US on her K-1 within the last two years so I included copies of her passport stamps page, passport biometrics page and a copy of I-94 travel record for her.  Also, within the last two years I met her and showed up with her at her K-1 interview in April 2016.  She does not like taking pictures and same here.  This time the only pictures we had together were lost in my phone's SD card that went complete corrupt so I could not include any pictures.  I included an email from US Embassy Islamabad dated May-2017 saying that they believe we intend to and are free to marry and suggested we refile K1.  If I get a ref on pics, then I would have to request a letter from US embassy Islamabad to prove that I was present with her at her K-1 interview.

07/27/17 - K1 packet sent at the end of day.

07/31/17 - NOA1

03/22/18 - NOA2

08/28/18 - expected date for medical completion - Sputum test was needed

09/22/18 - anticipated interview date

Not a BC.

We filed back in May and I’ve heard the forms have changed since then. Check USCIS for a checklist.

I just checked the I-129f instructions (date on them is 4/10/17). https://www.uscis.gov/sites/default/files/files/form/i-129finstr.pdf

The BC part hasn't changed since I did it back in 2014. Birth certificate is only needed from the petitioner, and that's only if s/he cannot provide another way to prove citizenship (such as passport pages). Payxibka is correct: the bc translation is needed at the embassy stage.

I don't think it has ever been in the USCIS instructions. People just interpret "original signature" that way on VJ. Some of us interpreted it differently and didn't have any problems.

Anyway OP, we submitted a whopping 1 picture in our K-1 application. No problems. My  now-wife brought a lot more to her interview at the embassy though.
