I recently visited the philippines in October, first time going over, and my Fiancee and I have been talking for over a year and 5 months now, and we are strongly intending to get married...

I am about to send the I-129 form into the USCIS or the nearest Consulate...and my question is this..after being accepted for the petition and visa interview and say everything does go well, after recieving the Fiancee Visa, how long does she have before she actually have to come over to marry me on the Visa in the USA?

You would send the I-129F to the Texas lockbox. See the USCIS page: https://www.uscis.gov/i-129f)

 

Expect ~7-9 months from I-129F filing to embassy interview right now. YMMV

The visa is valid for 6 months maximum, but is tied to the validity of the medical exam. So in the vast majority of cases, she can enter the US on the K-1 visa within 6 months after the medical exam is completed (at SLEC). Once in the US, you have 90 days to marry. After marriage, she needs to apply for AOS to stay and get a green card.
