I assume the NOID is related to the RFE for missing documents, let jus know what they say.

@Boiler @caliliving thank you for your advice, I do have a immigration lawyer, named Sarah Yeomans from Immigration counsel PLLC, http://immcounsel.com/sarah-yeomans/. I have been working with her since feb 2017, after my husband visa was denied. We complete the I601 Waiver, and it was received by USCIS sept 9, 2017, I believe the wait time for that is 6-9 months. But the the Intent to revoke notice was mailed Dec 19, so, we are waiting to see what the notice says, and my lawyer said we are going to fight it, and i have to come up with all evidence to prove that I'm in a bonafide marriage within 30 days of receiving the notice. I believe my lawyer is very good, and capable to handle the case. But if there is anything about the intent to revoke, the process, and how i should respond that anyone knows about I would be happy to hear from anyone. I know my marriage is really, and Im a us born citizen but what I don't know what the embassy officers wrote for reason of revocation, what it will take for them to change there minds and reaffirm my approved I-130, what the percentage of cases of intent to revoke are actually reaffirmed. And how much time this will all take. 

Is she an experienced waiver lawyer? how many does she do on a daily basis? you need a specialized waiver lawyer if you want any chance! 

also, laurel scott is good too but double as much as lizz cannon and lizz worked under her before! trust me, all cannon does is waivers! so hopefully this lady can get it but if not i would talk to lizz. it wont hurt. hopefuly it works out

Well, I have worked as Project Manager in Engineering previously in the UAE. The living standard is good. Health care is good. And UAE are one of the safest places in the world.  You have following options:

 

1. An employer wants you to work for him. You would need to submit your CV to agents or employers that are posting jobs on job boards such as:

https://www.indeed.ae/    (there are many of them).  I would suggest that you secure your work first, and he could get a visa to accompany you.

Once there, he could look for a job. Usually, they would not want to pay for relocation for a truck driver, but would be delighted to sponsor a nurse.

 

2. You can open a business in a free zone https://www.rakez.com   and "sponsor" yourself a visa. This means, with the business registration 2 visas would be issued, and you can be in the UAE with your husband. You can , at later time, convert to a normal working visa that is e.g. sponsored by an employer.

 

3. As a US citizen you will not require any visa for visits and there are visa runs (get in get out) to re-set the time. Thus, for the start, if you have some savings, you could relocate, find a job over time and bring your husband. Abu Dhabi is currently a hotter job market than Dubai.

 

4.You may still let your lawyer process the waiver and if successful, you may still consider USA in future, but UAE would be maybe a good plan B for you.

Well would in general not make a difference. She still has the same options, maybe pay would be less but she would need to anyhow see what jobs are on the market or if she goes the business visa route first. It depends on how many savings they have and how urgently they want to re-unite somewhere.  

I assume their desire to be together in a safe place is the most important aspect, and economic aspects have a secondary priority.

@micheal2017 thank your advice. You are right being together is most definitely the most important aspect, but I am worried about the standard of living in Abu Dhabi. I had consider moving there as a second option but the rent, bills, etc were higher then my current standard of living, and traveling to and from Sudan 2 times a yr, medical expenses my husband and I current finances have taken a bit of a hit. But we are very uses to both working enough to maintain and manage. Thank you for the link I have checked them out and I do see some perspective employment options. Hows stable is the job markets, are there laws the protect workers safety and rights. Plus do they speak english everywhere or would I have to learn arabic. I am really interested just concerned of the differences there maybe for an american to assimilate into a arab country social standards and etiquettes.

@calilive I already completed and sent in my waiver package 2 months ago, so I am already all set, and I am very confident with my lawyer and the waiver package that we completed. thank you though.

English is more commonly spoken in the UAE than in the USA. There are people from USA, Australia, Canada and Europe working there with no problems. The higher rent will be offset by no taxes. You can just go there, rent an airbnb in a cheap place and explore it for yourself.
