I think there's something your boyfriend isn't telling you.

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

Interview: December 6, 2016 London

Perhaps there is some kind of epic mix-up and there are two people with the same name applying at about the same time for two different visas?  Perhaps one for a K-1 or IR-1 and your partner for a B2.  Or perhaps you've applied for some other benefit for him like a K-1 or CR1/IR1 previously?  That would explain the medical requirement.  It is odd that they would ask that he send in documentation he brought with him for a B2 interview since it is rarely looked at to begin with.  Are you sure it was a B2 and he didn't fill out the DS160 with an incorrect visa type?

The other thing that comes to mind is that you said he was in Mexico and Jamaica in 2015 and not in the USA.  How did he get to those destinations?  Did he have a connecting flight that landed in the USA and he used ESTA at the time to make the connection?  If so then he WAS in the USA in 2015 although perhaps in his mind he wasn't as he just changed planes?

If nothing constructive to say then shut it, we have been together 19 years, hence why I said partner and not boyfriend......

 

we we have never been on holiday separately in all our years together so I think I would know where he has travelled to, I also completed all visa paperwork and looked over ACRO police report so there’s no secrets.......

If you look at my previous comments I have been polite, the reason for my “wonderful attitude” is due to people having nothing helpful or constructive to say, pretty much like the comment you just made!

Might seem “unconstructivr” to you but you’d be amazed at some of the other posters we get. If you were a regular here you’d understand there are - many - people in the situations you were asked about. Your response was pretty rude, as you admit. Not the way to get people to help. From an objective perspective, the reasons those type of questions come up is when all the reasonable possibilities have been dealt with they are the logical next step, plus you did seem evasive on certain questions.

 

Its curious to me, incidentally, you even had reason to look over a police report - most people I know never have reason to see one unless they require it for immigration (not visit visa) purposes. 

 

Anyway if best guess is that there’s been a “monumental mess up” (not impossible but highly unlikely, I’ve been around to watch two separate cases of “same name as terrorism watchlist” unfold in front of me, medicals were not required) rather than your partner having done something wrong to get denied both an ESTA and a visa & then asked for a medical  - there’s not much anyone here can do.
