USCIS loves taking biometrics - Biometrics re-take is a requirement for I-751. For California filers, this requirement has been waived for a fraction of filers in recent months - I am guessing because of the back-logs.

Infopass is required to access your local office to get the stamp.

It can easily take 1-month of trying to be able to secure an infopass, depending on your Local Office.

So,

I would recommend beginning your Infopass booking efforts No-Later-Than 30 days before your extension letter expiration date.

 

Where did this 18mo extension letter info come about?

My wifes foreign PP expires in FEB, likely before ROC finishes and I think just before or during window to file for N400. 

Should we renew her PP?  I was not really wanting to as; the documentation to do this is incredibly unclear for her country.

We have no plans in the near future to return until this other stuff was done anyway.

As well as she's (hopefully) soon have a US passport, so thought about saving the trouble, but if need get a stamp I assume needs valid PP?

Renewing her Foreign PP is a must. That is the only proof of her identity here in the US. You can not get a stamp untill you are close to the expiry of the extension letter for her GC

I would strongly recommend having your wife renew her foreign passport, before it expires. The 18-month extension letter will be re-issued to those who received a 12-month extension. However, we know USCIS's track record, so you Should receive one, does not translate to you Will receive one.

Also, if the 18-month extension expires and your I-751 has not yet been approved, she cannot get an I-551 stamp in her expired passport. 

So, not having her Passport renewed is a considerable risk.
