We submitted an inquiry regarding the biometrics and they updated us with the following response, so maybe we won't need to do Biometrics?

 

The status of this service request is:

On 03/01/2018, you or your representative contacted USCIS concerning your I-751(Application to Remove Conditions of Residence) to notify us that you never received a notice to give your biometrics.

Biometrics appointments are generally not necessary for these applications as we can usually import biometrics from a prior application.  If we determine we need yours, we will inform you via US Mail.  If you move, please go to www.uscis.gov/addresschange to give us your new mailing address.

IF that were the case, then :

      A) making everyone pay the $85 biometrics fee up front, (and rejecting any application whose application fee did not include the $85) is Disingenuous 

      B) It would make no sense to see the VSC filers in January 2018 at 90% Biometrics appoiuntments dates given,

                                                                 and CSC filers in January 2018 at    0% Biometrics appointments dates given.

 

Something is definitely out of balance, and the explanation that you were given does not hold water...

totally agreed with above, and also 2017 Dec CSC filers only less than half of them got the dates. (last date scheduled 23rd Feb, 19 Dec 2017 filer)

Keep in mind that VJ is a totally voluntary membership, and all CSC 2017 timeline data posted is by the filers. I pulled all of the listings from the information posted, as gathered sorted and collated by the VJ website (from the individual timelines), from this VJ link http://www.visajourney.com/timeline/liftlist.php?op6=California+Service+Center&op1=&op2=&op3=&op4=1&op5=&cfl=0 

In total, there were 683 filings to CSC, (after anomalies were removed). Each month had filers that appeared to be waiting for their biometrics, but if you check the date of when they last logged on, it indicates that they likely just haven't returned to update their data. So, not all 'missing' biometrics dates are truly still waiting. Many may just have not voluntarily filled in their date after receiving their appointment letter. That being said, I still had the data in hand, and dropped it onto Excel and sorted, stacked, packed and racked it. These were the average wait times for 2017 for CSC:

Jan.~ 26 days February ~23 days; March ~ 26 days; April ~ 30 days; May ~ 28 days June ~ 27 days 

July ~ 25 days;  August ~ 38 days September ~ 23 days October ~ 28 days November ~ 23 days December ~ 19 days.

January 2018 filers have been waiting anywhere from 48 to 77 days, and still no biometrics appointments. We are WELL Past last years averages, and well into the Twilight Zone. Logging onto VJ, only to hear the wind whispering in the trees, and tumbleweeds rolling past is a bit discouraging. If CSC has decided to pull old (previously submitted) biometrics data to use, once they verify that a filer's biometrics are on hand, and applicable to this I-751 petition, they should send those filers a notice to that effect. Leaving us twisting in the wind, waiting for a biometrics appointment that may never come, is inexcusable, unprofessional, and crass. 

  Then again, it's the federal government, They specialize and excel at under-performance, under-achievement, and generally don't give a damn about the peons who are required to jump through their hoops and dance to their tune. It's like the DMV on steroids. To them, we are just a bunch of numbers. 

  As I stated on an earlier post, USCIS started 2017 94,000 I-751 petitions BEHIND on processing. Their inefficiencies landed them 166,000 cases behind at the start of 2018. 

1 step forward and 3 steps backward, they are quickly advancing to the rear. In this digital-everything age, where we can talk instantly around the world for free with  hand-held computesr we call cell phones; . . .where I can check the weather at my In-laws house in Gwangju South Korea, while sitting at my desk in Denver;  . . . where data from the ends of the Earth is at our fingertips INSTANTLY . . .it STILL takes 14+ months to adjudicate a simple stack of evidence? 

  The Magnitude of That Level of Inefficiency is Staggering.

I was thinking about this the other day. Excluding the madness that seems to be occurring with the applications filed at the CSC, considering how quickly they get you in and out of the local USCIS office for the biometrics (at least in my case), I find it strange that they don't just route these renewal applications to the local office - they could look at it and get you in for an interview (if needed) so much more quickly, I'd imagine?

 

Also, it feels as if ROC takes longer than AOS which seems bizarre too.

Sometime in the next few years, certainly before this 'Permanent' (10-year) resident alien card expires, My wife and I plan to relocate to South Korea to live. Then I'll be the one with the resident alien card. Any guesses as to how long That process will take? Anyone . . .?

 

2 to 3 weeks. South Korea ROCKS when it comes to using technology to speed things up to a modern level of efficiency.

yeah but i understand that AOS has priority (theses people us included are in a real limbo)... there is a purpose for the extension letter and quite frankly - there is nothing we cant do, that we could do before.

 

its a little annoying but i dont understand why people are panicking about it. just my opinion. and how many ROCs do not get approved..

Some of you may remember 14,400 baud rate dial up Internet. It was way back in the early 90's, but it was the fastest thing going. 

By comparison, the 70 Mbs internet speed that I currently enjoy is almost 5,000 faster, and allows me to stream movies. Things are very quick these days, thanks to modern technology, digitalization, etc. USCIS seems to be stuck back in the 14k Baud rate, without reason. Also remember, it is the squeaky wheel that gets greased. USCIS receives in total over 2.2 million petitions of different types annually. So long as those of us who are required to pass through their gauntlet and waiting game sit by quietly, there is No Incentive for them to streamline their system. Further, if I go to a restaurant (that requires me to pay for my meal in advance), and I watch for hours as others come, pay, are served, eat their meal, and go . . . while I sit at my empty table, I am going to get a bit grumpy. If after inquiring of the waiter, 'What's taking so long?', he informs me that perhaps my meal will arrive next week; Then I am going to be a bit MORE than just grumpy.

CSC filer here. I believed in the Law of averages, we will get it 12-14 months just like the rest eventually. No biometric yet but not too worried. We will get our 10 yr GC soon. LIVE more and worry less 😀

Sorry to say but... the government doesn't care about yours, or anyone's, agenda or expectations or ideas of right and wrong service and especially the side that handles immigration, and especially with how our current governing figures feel about immigrants; even those who are jumping through all the legal hoops. There are no 'reservations' you can make with uscis that can guarantee you get served before others and especially no guarantee saying you will be served within a certain time. If you have made it to ROC then you should know this already. Investigating and processing hundreds and thousands of peoples lives takes time and not everyone's timeline will be the same because not everyone's situation is the same. You just can't streamline such an intimate process, especially with the volume of people trying to immigrate every year. No one really knows why CSC is falling behind on ROC applications... but I do know that when I was filing my K-1 that if you were in CSC you were the lucky one. Back then if you ended up in VSC your wait for an interview was projected to be almost double the wait compared to a K-1 at CSC. I also remember fellow applicants with similar timelines as mine in the beginning getting interviews before me, and I remember in turn during AOS when I got my 2 year green card before some of those people. It's a situation based sliding scale that none of us are above and no amount of complaining or speaking up can ever expedite a process that requires thoroughness to be completed. Like screaming at a clock because the second hand takes 60 seconds to go around and you wish it would only take 40. Or being angry at red lights and other drivers because you can only go the speed limit and you want your 30 minute commute to take 20 minutes.

Everybody waits and there's nothing you can do about it because at the end of the day this process requires a human being sitting at a desk to research and evaluate your entire life and decide if you or your spouse are deserving of the right to live in America. This isn't like robots approving people systematically as if we're applying for credit cards... it takes time, and it takes time for everyone. You're fighting a losing battle because there's no battle to be fought. USCIS isn't dragging green cards across the ground on strings laughing while they ask us to catch them and then just handing them out to the other people standing around watching us scramble. CSC doesn't want to be behind, the USCIS isn't dragging out this process to keep us guessing or make our lives miserable... it's just that waiting is part of the process. As we all know, there are thousands of people waiting in line beside you hoping for the exact same thing and being just as frustrated about it. However, just like a cancelled flight, people screaming and causing a scene outside the terminal isn't going to get a replacement plane onto the runway any faster. Your timeline isn't going to go any faster just because you want it to or because you think it should. If that were the case... we would all be citizens as soon as we fell in love with our partners.

There is no fast lane for this process. This is it. You choose whether you want to be the person screaming at the airport staff or the person sitting down waiting for their replacement flight. Either way... you're waiting for that plane to come. Just one wait is more enjoyable.

 

K-1 Visa Process (182 days from I-129F filed -> Visa in Hand)

June 12th 2015: Fiance filed I-129F, June 19th, 2015: (NOA1) Received at California Service Center

July 23rd, 2015: (NOA2) NVC received

Aug 31st, 2015: NVC Approved and fwd case to consulate in Montreal. MTL case # given.

Sept 8th, 2015: MTL received and sent P3 by mail, Sept 18th, 2015: P3 received in mail, Sept 18th, 2015: DS-160 completed and P3 documents sent by e-mail

Sept 21st, 2015: P3 Approved. Received P4 by e-mail, Sept 21st, 2015: Booked K-1 Visa interview for December 2nd, 2015!!

I’m going to venture to say that the reason why CSC is falling behind, in comparison to VSC, is due to the high ratio of cases to case managers. I agree that kicking and screaming will not expedite this process; And I also agree that the USCIS is not intentionally dragging their heels just to spite us, however, one can reasonably express that their are gross inefficiencies within the CSC (VJ is a forum after all).

 

With that said, going along with the pp’s restaurant analogy, perhaps CSC needs to increase maximum occupancy and hire a few more servers in order to alleviate the wait time of diners who are waiting to be seated. However, this then opens up the debate on how the DHS’s discretionary budget should be allocated, which I won’t be getting into.

ROC package sent on 01/30/18 to Vermont. Notice dated 02/08/18. Biometrics appointment for 03/26/18.

 

FYI - USCIS told me that it can take up to 2-3 months to receive the biometrics letter, if you ever receive it (sometimes you don't because no need of new fingerprints). So we just need to wait.
