These is a tremendous backlog at the CSC, and it is causing a delay in the Data entry of I-751 petitions. They cannon issue a receipt and NOA until your submitted data is in the system. As painful as it may be, just be patient. It will happen in time. There is Literally Nothing that you or anyone else can do to move it along.

To answer the question, I pulled up the Lifting of Conditions Timeline, and filtered to CSC filers, and sorted by NOA1. in Descending order. My wife and my NOA1 is January 26, and we are on page 25, to give some perspective. I had to cycle up to pate 75 before encountering any RFE's, and I clipped out all posted petitions with either an RFE or an Approval.  This allowed me to drop in a formula to calculate the number of days from NOA1 to any RFE's, and also from NOA1 to Approval. Average approval's (of those listed) is 456 days. Not may RFE's, and 2 of the 3 were near the average approval wait time, so my guess is RFE's will mostly come close to approval time. With a 456 day average, we're looking for an approval sometime in April or May of 2019 . .  or later.

Hope that helps.

So I applied at the Vermont Service Center and I am yet you get my 18months Extension Letter. I called and asked a level 2 immigration officer after checking the status of my case, he informed me that my local office has my case and there is nothing they can do at this point. I asked if my 18months has been mailed and perhaps I may have missed it, he said they have not mailed anything out to me as per the system. What concerns me is, My case has been at my local office since May and I am yet to get any notification or letter in the mail. I also sat Naturalization Interview in March and was told that I can't be granted until my i-751 clears. The interviewer ensured me that my N400 won't be denied and that I will do both interviews at once when the ROI is being adjudicated. Since my case is at the local office, why am I not yet called? Does anyone have a similar issue? I live in VA and my local office is in Fairfax(serves DC and NOVA)

You can find the 18-month extension letter info here:

http://www.foleylawoffices.com/2018/06/uscis-changes-extension-process/

I would strongly recommend having your wife renew her foreign passport, before it expires. The 18-month extension letter will be re-issued to those who received a 12-month extension. However, we know USCIS's track record, so you Should receive one, does not translate to you Will receive one.

Also, if the 18-month extension expires and your I-751 has not yet been approved, she cannot get an I-551 stamp in her expired passport.

So, not having her Passport renewed is a considerable risk.

Thanks again, just got this done.  Amazingly only took like a week w/ VNs renowned bureaucracy. Not super cheap but even expedited US renewals at best 2-3 wks.
