You don't meet...because insufficient evidence was submitted to demonstrate that you DO MEET...

My wife has even spoken to a TIER 2 officer even she recommended the same ! The IO also asked us to provide bank statements showing both the income in the same account. The officer also said if he (nephew) lives in the house and has an income then you can add it if your income is not sufficient to meet the 125% of the poverty guidelines. About signature, the officer said my wife can sign the I-864A if we decide to keep the current I-864 as it is. We also clearly stated that none of the 3 SS incomes fall under Means-Tested. She agreed to it !!! We told her we have received the new 2018 benefits amount letter from SSA and she said we can add that if we like.

I would submit a new I-864 with no I-864a from the nephew.  It's your wife's income, not the nephew's until he's 18.
