Hukou/modern birth certificate question (split topic)

Can anyone tell me if I understand the present status of Hukou's & modern Birth Certificates   pertaining to the Beneficiaries' CNCC in China?

 

We are preparing for a Consulate interview in Singapore but cannot locate the family Hukou.  She does have however, a 2002 Birth Certificate from the Gong Zheng Chu which required the Hukou when it was issued in 2002.  From what I read (Candle for Love, etc) it seems that PRC  Birth Certificates   issued after 2000 can be used instead of the Hukou by the area Gong Zheng Chu to certify  a  Criminal Certificate of No Convictions  issued by  the same area PSB. 

 

Do I understand this correctly?  A RT flight to PRC from SG seems so burdensome for document proving the absence of a criminal record.

May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Birth certificates and police certificates are two separate documents which are required for the interview. The hukou is a household registry, which may be on file at her local PSB. You will need to contact the PSB to find out what they require. Family members can help with the legwork.

Yes an old thread but PRC remains very confusing when it comes to Notarial Birth Certificates and Hukous. It makes sense if people are in China but both of us are not.  We already have a Notarial BC and need only the CNCC from Shenyang PSB.  I'm confused about why this must be done in person.

Check with her PSB to find out if that actually IS a requirement. She can most likely apply by mail, or through a family member.

Ya, instead of a R T flight, ask a family member who IS LISTED in the Hukuo book to go get the police clearance thingie at that local PSB . 

'That' connection seems to have worked over the years.   For a person NOT listed in a Hukuo book ? If can prove up a family relationship at the PSB, then it's possible to get the clearance as well.
