I have lost my expired passport from 10 years ago. and i have already filed my u.s citizenship which i am still currently waiting for an interview date. But i have to go to the philippines due to an emergency in a couple of weeks and will only be there for 2 weeks. If i can obtain a travel document from the Philippine consulate, is it possible to get it stamped with the I-551?
 
P.S my greencard is expired.
Please i need help on this one as i really need to go on january. I have been living here in the U.S since 1997 and so never bothered to renew my passport.

upon searching around google. the philippine consulate does not have an Emergency passport process but they do have a travel document which is a piece of travel document that lets me go to the philippines without a passport for emergency reasons. But my problem is how to re-enter the u.s when my greencard is expired since 2012

Well, you might have to delay your trip.  Make an infopass to see which documents they would stamp - however, do not be surprised if you are unable to travel in January.  Most travel documents allow you to travel one way to your country of origin or residence, where you can then get a passport.
