I agree, the guy stayed there motionless the entire time they were taking the woman into custody, with an assault rifle pointed at him, and he motionless why couldn’t another officer go down and cuff him?  I know hindsight, and who knows what their ROEs are anymore, but this looked really bad.

This had nothing to do with ROE, it had to do with humiliation and control.  Consider what the cop wrote on the inside of his dust cover.  Listen to his tone and words to the murdered victim.

 

It is simply unbelievable that he walked on this.  He should be behind bars for a very long time.  Sad.

 

I hope the family sues for civil damages.

Keep in mind the officer giving the orders was not the officer with the rifle.  According to the article the family is suing Mesa for wrongful death.

That was very sad to watch.

 

The instructions honestly didn't make sense. He told him to cross his legs, and keep them crossed...but then to pull himself up? Many people could not do that. That is just technically difficult.

 

Then he had him "keep his hands up", but also "crawl towards us". To me that is confusing since I'm not sure I could crawl while keeping my hands up. 

 

I know very little about law enforcement practices but I also always thought that once the person was cooperating and in a "defenseless position" (on the knees, hands up), one of the officers would approach him as opposed to getting him to crawl to them.

if i didn't know better, i'd think this was the first time any of ya'll witnessed excessive use of force by leo in this country. some of us have been sounding the alarm for quite some time..

It was if he was telling him to do the hookie pookie . The instructions were bizarre

some people are hot heads and shouldn't be in law enforcement whatsoever (unfortunately the nature of the work seems to draw this type in). also, he doesn't seem at all well trained (his commands are not protocol).
