She just got a job offer two days back so that won't be possible any time soon. I'm going to re-apply again.

You are going to reapply but nothing in your situation has changed. Your strategy is to reapply like a game and hope to win. You have been told that the best way to obtain a visitor visa is to show strong ties to your home country. If you keep applying with no changes it is only going to show that you are desperate to get to the US. If you reapply and get denied again, do not be surprised.

What has changed since your last application that makes you think the outcome will be different?

The VO just didn't give me a chance to explain myself. He just asked me work related stuff, that's all.

But he didn't give me a chance to show any ties!!! I'm engaged but he didn't even ask me if I'm single or not

COs dont decide based on your marital status alone. In the eyes of the (US) law, you are single.  What country did you apply in?

Engagement is not considered a strong tie. I've seen engagements get broken off via social media. There is no legal status for being engaged.

Strong ties usually involve...

  • a good stable job (usually in a good position),
  • business ownership or partnership, property ownership,
  • good travel history to other countries with no problems of overstays,
  • good financial/economical standing,
  • immediate family (husband and minor children)

So why do you think next time will be different?

most of the time the decision is made on what is filled in in the DS160. Many people don’t get asked to “explain themselves”.

I was planning on going there in February next year so I still wanna try go there around that time.

Unless major changes to your situation has happened, you'll be facing another denial with two applications only a month or so apart.

That said, you are able to apply as many times as you see fit, and of course as many times as you like giving them your money.
