I'm not sure why you think an insurer would deny someone that has a green card. Immigrants are certainly eligible for insurance and purchase it all the time. The only thing that is off limits is Medicare and Medicaid. Here's the options before you:

1) Sign up to Obamacare - at this point open enrollment is ending within days. You'd need to act very fast. Your husband would certainly be eligible. You'll need to provide them with the documents they require.

2) Pretty much every single insurance that is on Obamacare you can also purchase privately through the insurers directly. Virtually every insurer within your state will accept a legal immigrant. If they deny an immigrant they are doing something illegal. Most insurers will not even ask any questions. I bought us joint insurance privately via BCBS. They asked no questions whatsoever and had no issues with immigrants. They only required proof of marriage.

3) Add your spouse to your insurance via work.

4) Wait until your spouse has a job and has their own insurance via working.

Remember: all persons residing in the US must have health insurance or pay a penalty in taxes. That does not mean that a person is required to purchase insurance if they do not want it - so long as they pay the fine. Any of the above options will not be cheap. There is no real affordability in health insurance these days. Pick an option that works for you best. Call up insurers and ask them. If any representative tries to tell you your legal spouse doesn't qualify them, request a supervisor.
