Another chance while  the case was still at the embassy in AP, that is what I suspect. Meanwhile they could have jumped the gun not understanding
to wait (unless the petition was returned to USCIS) and got married which made the beneficiary no longer eligible for a fiance visa.
Again, while the case is still at the embassy wait it out, wait until AP is completed, once it has been returned to USCIS go ahead and marry,
it will not be reaffirmed. Only spousal visas get reaffirmed after a return.

NVC Received : some dinkelsberry yehoo in the house of clingons send our petition to the wrong consulate.

Consulate Received : July 30,2014 Transfer to right embassy complete.

Interview Date : Oct 22, 2014

Interview Result : AP , requesting another PC (not expired) and certified divorce decree (was submitted)Stokes interview via phone for petitioner 4 hrs after interview.

Oct 23 email notification visa approved.
Visa Received : Nov. 3 , 2014 VISA IN HAND.

Several service requests made, contacted Senator and Ombudsman. Background checks still pending.
July 21, 2017 HOME VISIT.  Went well. Topic thread in AOS forum.
Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.

Some people term it "denied" when they did not immediately get the K 1 visa after the interview. 
This is not correct. They are given a soft refusal with chances for another interview OR THE PETITION IS RETURNED TO DIE.

Embassies give refusals and USCIS denies petitions. Except the K visas get expired not denied by USCIS due to a change
in policy which a law suit caused, it has to do with the fraud marker. It used to be that once a K visa was deemed 'denied' by USCIS
many years ago, the fraud marker always stuck to the couple like white on rice just for being denied without having done any fraud.
 The law suit changed that. Now it expires.

USCIS does not conduct a visa interview...embassies issue visas, USCIS adjudicates petitions and applications.

It sounds like the case was never actually returned, and the embassy was still reviewing the case after the initial refusal.

Essentially anything other than an approval is a refusal. A 221g is a form of refusal, sometimes called a "soft" refusal. Once a K-1 is "hard" refused and the petition is sent back to USCIS (through NVC), it is left to die (to avoid the P6C fraud marker that used to occur in the past when they did review returned I-129Fs).

Yes! That sounds abt right....it makes lots of sense. Thats y we not getting married now. We will wait for hear from the congression woman and  montior the Cece online. Once it shows return to NVC or depending on what the congression way, we get married or wait it out.

The embassy have different types of 221g. every 221g don't mean the same. you said the CO said they will call him and took his fone number?? if that is the case his case is not being returned. they may want to do little investigation. it has happened to me before and i was called 4 months later, though mine was first denied and sent back and we got reaffirmed again. i was given that paper and the CO said they will call me and it took 4 month for them to finally call. if they were returning it they will just tell him they are returning it, period. Long as they said they will call him, keep sending the embassy emails and they will reply to you and you will have track of your case. keep your hopes alive.

Yes, the  CO said he cant approve it now...... took his number and said ill call you. The CO also took lots of doucments

We are keeping our hope alive. We are currently waiting on the congresswoman to contact the embassy. Ill contact them after 60 days as stated on thr 221(g). 

Plus our case still shows AP on CEAC is been a month since the interview.

Why was ur case denied? So after it was denied at the embassy they called 4 months later asking for what??

Yes the ckngree can also get an answer from the embassy. If they are sending your case back then you will not hear anything about the case till it get to nvc. The Ghana embassy are use to sitting on cases for long before returning them. Mine took 6 months to get back to USCIS wen as was first denied.

Hmmm  hopfully we can get some answers so n move on to our wedding in April

Don't worry and just don't let this little issues stress you guys. You will overcome it if you hold on and don't let the embassy break you down. The Ghana embassy is soo prejudice. They don't deny people on evidence, they just deny randomly. Whether your case is good or not they just pick and chose.

So if am understanding right. Ur K1 was denied and sent back  so u thought......but was called 4 months later to bring in ur passport?? By then u were already married n filed for spousel visa n ur case was reaffirmed.
